Indiana Tool is looking toward the future with a proposal involving approximately 900 acres north of Plymouth that could create new opportunities for technology, advanced manufacturing and economic development.

During Tuesday’s Technical Review Committee meeting, Gary Neidig outlined a vision for an Indiana Innovation Center that could help entrepreneurs and technology companies turn ideas into manufactured products.

Neidig explained that the concept has been developing for decades and could help attract higher-paying jobs while strengthening connections with the University of Notre Dame and the South Bend innovation ecosystem.

The proposal involves industrial rezoning and annexation, potentially positioning the area for technology park or innovation district designations and future economic development funding.

While specific projects and construction timelines have not been established, representatives explained that rezoning the property would provide flexibility as future development opportunities emerge. Not all of the approximately 900 acres would necessarily be developed for industrial use.

The discussion also brought questions from participants about moving forward without specific development plans, potential infrastructure costs and impacts on surrounding properties.

Officials explained that rezoning and annexation are separate processes. A fiscal analysis being prepared with consulting firm Baker Tilly will examine anticipated municipal expenses and tax revenue. Preliminary figures suggest the annexation could generate more revenue than additional costs, although the completed analysis was not presented.

The proposal is expected to go before the Plymouth Plan Commission on November 4, followed by a City Council annexation public hearing on November 9.

Update - October 28, 2026: Michiana Scanner Chatter has received the rezoning application, parcel maps and supporting documents from the City of Plymouth. The records provide additional details about the proposal but do not substantially change the information presented during Tuesday’s meeting. MSC will continue following the proposal as it moves through the approval process.
